Organic Labeling Requirements for Food Products

Organic labeling rules are determined by your product's organic percentage: 100% Organic, Certified Organic (95%+), or ingredient-level claims. The "Made with Organic" category (70-94%) is USDA-specific - EU does not permit this claim. Each level has specific requirements for claims, logo usage, and certifier identification.

    Logo & Seal Size Requirements

Each market has specific minimum size requirements for organic logos and seals. Using a logo that is too small, distorted, or improperly proportioned can result in non-compliance. Below are the detailed specifications for each standard.

    USDA Organic Seal

    • Minimum size: The USDA NOP regulations (7 CFR §205.311) do not specify a minimum dimension — the seal must be printed "legibly and conspicuously"
    • Aspect ratio: The seal must maintain its original circular proportions — no stretching, skewing, or cropping
    • Relative sizing: If your certifier's logo also appears on the label, it must not be printed larger than the USDA seal
    • Placement: May appear on the principal display panel (front) and/or information panel for products at 95%+ organic
Source: USDA AMS — Using the Organic Seal. Seal artwork is available from the USDA in JPG, GIF, AI and EPS formats.

    EU Organic Logo (Euro-leaf)

    • Minimum size: The EU organic logo must not be smaller than 13.5 mm wide x 9 mm high
    • Very small packages: For very small packaging where the standard minimum is impracticable, the minimum is reduced to 9 mm wide x 6 mm high
    • Aspect ratio: The logo must not be distorted — it must maintain the proportions of the official artwork
    • Clear space: A protected area of at least one tenth of the logo height must be kept clear on all sides
    • Placement: Mandatory on all pre-packaged EU organic food products. Must appear in the same visual field as the code number and origin indication
    • Font: When text is added alongside the logo, Myriad Pro is the specified typeface
Sources: European Commission — The Organic Logo; Commission Regulation (EU) No 271/2010; Regulation (EU) 2018/848. The EU organic logo user manual (available in 24 languages) contains the full technical specifications.

NZ — OPPA 2023 / National Organic Standard

    • Certifier logo: Must be clearly visible and legible — no specific minimum pixel/mm size mandated in the NOS, but must not be misleading or illegible
    • Organic claims text: Under Regulation 34 of the OPPA Regulations, any organic claim must be presented in a way that is not false or misleading to consumers
    • Placement: The certifier's name or mark must appear on every product carrying an organic claim
    • Font size: Organic claims and certifier identification must comply with the Fair Trading Act — text must be legible and not smaller than surrounding non-organic claims
Practical guidance: Neither the OPPA 2023 nor the Organic Products and Production Regulations 2025 mandate a specific minimum size in millimetres. However, certifiers such as BioGro and AsureQuality enforce their own brand guidelines — always request the logo usage guide and approved artwork files from your certifier before printing.

Australia — ACO / National Standard

    • ACO Bud logo: No specific millimetre minimum is published — the ACOCL Labelling and Logo Style Guide (2024) states the logo must be "clearly legible when shown in both print and online"
    • Clear space: A minimum of 2 mm clear area on all sides, free from other graphic elements
    • Certification number: The operator's ACO certification number (e.g., "ACO CERT. NO. XXXX") is a mandatory part of the logo and must be legible
    • Imported products: Products that are imported, contain imported ingredients, or are processed outside Australia must use the ACO Imported Logo variant — not the "Australian Certified Organic" version
    • Bud logo restrictions: The Bud logo cannot be used on products with less than 95% organic content (excluding water and salt) — per ACOS Standard 3.5.15
Source: ACOCL Labelling and Logo Style Guide 2024. Operators must request approved artwork directly from ACOCL and submit all draft labels for review before printing.

    Colour & Design Specifications

Organic logos must be reproduced in approved colours. Incorrect colour usage is a common compliance failure — particularly for the EU organic logo, which has strict colour specifications laid out in regulation. Below are the exact colour values and permitted alternatives for each standard.

EU Organic Logo (Euro-leaf) — Colour Rules

    Standard Version (preferred)

    • Background: Green — Pantone 376
    • CMYK: C 50 / M 0 / Y 100 / K 0
    • RGB: R 127 / G 186 / B 0
    • Hex: #7FBA00 (approximate — always defer to Pantone for print)
    • Stars & leaf outline: White (#FFFFFF)
    • • This is the default version and must be used whenever colour printing is available

    Permitted Alternative Versions

    • Monochrome (black on white): Allowed only when colour printing is not available or not economically viable
    • Monochrome (white on dark): Allowed when the logo is placed on a dark packaging background where the standard green version would lack contrast
    • Single colour outline: When the packaging colour makes the standard logo unreadable, a single-colour outline version may be used with the packaging background showing through
    • • No other colour combinations are permitted — you cannot use blue, red, gold, or any other colour
Important: The EU logo colour cannot be altered to match brand colours. It must always appear in one of the approved versions above. Operators must justify in writing any use of a non-standard version if challenged during audit.

USDA Organic Seal — Colour Rules

    Full Colour Version

    • Green elements (text & arc): PMS 348
    • Brown elements (outer ring & "USDA" text): PMS 175
    • Inner field: White
    • "ORGANIC" text: White on green arc
    • • The green lower half circle may include four light lines representing a cultivated field

    Permitted Alternative Versions

    • Black and white: The seal may be reproduced entirely in black and white — all green/brown elements become black
    • Single-colour outline: A single-colour outline version is acceptable when printing constraints prevent full colour or B&W
    • Reversed (white on dark): The seal may appear in white on a dark background for packaging where contrast demands it
    • Background contrast: The seal must have sufficient contrast with the packaging background to remain clearly visible and legible
    • • The seal colours must not be modified to match brand colours or packaging design — no gold, silver, or custom colourways

NZ Certifier Logos — BioGro & AsureQuality

    BioGro

    • Standard: BioGro green on white background
    • BioGro green: Operators receive exact colour specs with approved artwork files upon certification
    • Alternative: Black on white, or white on dark background
    • Not permitted: Re-colouring the logo to match brand palette, adding effects (drop shadows, gradients), or placing on busy backgrounds without a clear area

    AsureQuality

    • Standard: Reproduced as provided by AsureQuality — colour versions are supplied to certified operators
    • Mono versions: Black/white versions available upon request
    • Not permitted: Modifying colours, proportions, or adding visual effects
General NZ rule: All certifier logos must be clearly legible and not modified, cropped, or colour-shifted. Always use the vector artwork files (EPS/SVG) supplied by your certifier to ensure accurate reproduction at any size.

Australia — ACO Bud Logo & Other Certifiers

    ACO Bud Logo

    • Full colour: Green bud on white background — CMYK: C 50 / M 0 / Y 100 / K 20. Closest PMS spot colour match: PMS 7737C
    • Black: C 0 / M 0 / Y 0 / K 100 (for text and secondary elements)
    • Typography: Bree Serif (product text) and Frutiger LT 65 Bold (certification number)
    • Mono (black on white): For use on coloured backgrounds — white inside fill must remain untouched
    • Reversed (white on dark): For use on black or dark backgrounds — inside fill may change to the dark colour
    • Single block colour: Certification logos can be reproduced in any single block colour
    • White background: The preferred green/white/black version requires a white background — cannot be substituted for transparent. Alternate single-colour versions may use transparent
    • • Do not alter proportions, stretch, distort, or add effects (emboss, metallic, gradient, drop shadow) to the ACO Bud

    NASAA & OFC

    • NASAA Organic: Use supplied artwork only — green and white or mono versions as per NASAA guidelines
    • OFC: Colour and mono versions supplied upon certification — follow OFC brand guide for approved colourways
    • All AU certifiers: Approved artwork files are supplied to licensees. Unauthorised reproduction or colour modification is a trademark infringement

    Specific Formatting & Placement Rules

EU — Code Number & Origin Statement

In addition to the EU organic logo, EU regulations require two mandatory text elements displayed in the same visual field:

    • Code number: Format is XX-BIO-NNN where XX = country code, BIO = organic identifier, NNN = certifier number (e.g., NZ-BIO-001). Must appear directly below or near the EU logo
    • Origin indication: One of: "EU Agriculture", "non-EU Agriculture", "EU/non-EU Agriculture", or the specific country name if 98%+ of ingredients come from that country. Must appear directly below the code number
    • Font: The code number and origin text must be in a font size no larger than the product name, but must remain legible
    • Visual field: The EU logo, code number, and origin statement must all appear on the same face of the packaging

USDA — Principal Display Panel Rules

    • "Made with Organic" text size: The phrase "Made with Organic [ingredients]" must not exceed the product name in font size. Maximum of 3 organic ingredients may be named in the claim
    • Certifier statement: "Certified organic by [certifier name]" or the certifier's seal must appear on the information panel (back/side)
    • Ingredient list: Organic ingredients must be identified with the word "organic" preceding the ingredient name (e.g., "organic wheat flour")
    • Percentage statement: Optional but if included, must be accurate and calculated excluding water and salt

    NZ — OPPA 2023 & Organic Standards Regulations 2025

    • Required label elements: Under the Organic Standards Regulations 2025, packaging must show: the operator's name and unique identifier; the name, logo, or unique identifier of the recognised entity who verified the operator; and any other information required by supplementary notice
    • Ingredient differentiation: Each ingredient must be clearly differentiated on the packaging as being organic or non-organic
    • Certifier identification: The certifier's name or recognised mark must appear on the label. For products sold in NZ, this means a certifier recognised under the OPPA (BioGro, AsureQuality, or an equivalent)
    • Ingredient list marking: Organic ingredients should be identified in the ingredient list in accordance with the Australia New Zealand Food Standards Code (FSANZ)
    • Percentage labelling: Where an organic characterising ingredient is highlighted, the percentage of that ingredient must be stated (consistent with FSANZ Standard 1.2.10)
    • Transitional/in-conversion: Products from land in conversion must not be labelled as "organic" — they may use "in conversion to organic" if the certifier approves

    Australia — National Standard Requirements

    • Certification mark placement: The certifier's mark (e.g., ACO Bud) should be on the front of pack where possible, with the certification number nearby
    • Input percentage: If a product claims to be "Made with Organic", the percentage of organic content must be clearly stated
    • FSANZ compliance: Organic labelling must also comply with the Food Standards Code — including mandatory warning statements, allergens, and nutritional information panel placement
    • Export labelling: Products exported from Australia must meet the importing country's organic labelling requirements in addition to Australian standards

    Common Labeling Mistakes to Avoid

    Using organic seal at 70-94%

The USDA/EU organic seal cannot appear on "Made with Organic" products.

    Missing certifier identification

All organic products must identify the certifying agent on the label.

    Incorrect percentage claims

Claiming "Organic" when product is only 92% organic qualifies for "Made with" only.

    Unmarked organic ingredients

All organic ingredients must be identified as organic in the ingredient list.

    Logo too small or distorted

Organic logos that are illegible or below mandatory minimums (e.g., EU logo smaller than 13.5 mm × 9 mm) or with altered proportions fail compliance checks.

    Modified seal colours

Changing logo colours to match brand palette is not permitted. Use only approved colour versions (full colour, black & white, or monochrome).

Missing EU code number or origin statement

The EU organic logo must be accompanied by the certifier code (XX-BIO-NNN) and an origin indication in the same visual field.

    Labeling for Multiple Markets

If you export to multiple markets, you may need to comply with different labeling requirements:

    • USDA NOP: Required for US market - specific seal and certifier requirements
    • EU Organic: Mandatory EU organic logo, code number, origin statement
    • NZ NOS: Under OPPA 2023, NZ-specific requirements coming into force
    • Australia: ACO or other approved certifier logo plus statement

    Frequently Asked Questions

Can I use "natural" and "organic" together?

Yes, but they have different meanings. "Organic" is a regulated term requiring certification, while "natural" has no legal definition in most jurisdictions. Using both doesn't replace the need for organic certification.

Do I need different labels for different markets?

Often yes. While the organic percentage rules are similar across USDA, EU, and NZ, logo requirements, certifier identification, and origin statements differ. Many exporters use market-specific labels.

What size must the organic seal be?

Only the EU specifies an exact minimum: 13.5 mm wide x 9 mm high (reduced to 9 mm x 6 mm for very small packages). The USDA does not mandate a specific diameter — the seal must simply be printed "legibly and conspicuously". Similarly, the ACO style guide requires the Bud logo to be "clearly legible" with 2 mm clear space, but does not specify a millimetre minimum. In NZ, there is no mandated size — certifiers enforce their own brand guidelines. See the detailed requirements section above.

Can I change the colour of an organic seal to match my branding?

No. All organic seals and logos must be reproduced in their approved colour versions. The EU organic logo must use Pantone 376 green or one of the approved monochrome alternatives. The USDA seal allows full colour or black and white but not custom colours. Modifying seal colours to match brand colours is a compliance violation in all markets.

What text must appear alongside the EU organic logo?

The EU requires two mandatory text elements in the same visual field as the logo: (1) the certifier code number in the format XX-BIO-NNN, and (2) an origin indication such as "EU Agriculture", "non-EU Agriculture", or a specific country name if 98%+ of ingredients originate there. Both must appear near the logo, typically directly below it.

How much clear space is needed around organic logos?

Clear space requirements vary: the EU logo needs at least one tenth of its height as clear space on all sides. The USDA does not specify a clear space requirement in its regulations. The ACO Bud requires a minimum of 2 mm clear area on all sides. Other elements (text, images, borders) must not encroach on these protected areas to ensure the logos remain distinct and recognisable.
